PhD in Economics from the University of Lisbon Instituto Superior de Economia e Gestão. Associate Professor at the Faculty of Economics and Business Sciences of the Lusíada University of Lisbon. Researcher at the Center for Research in Organizations, Markets and Industrial Management (COMEGI). President of the IEFP (1995 to 2004), President of the Observatory of Employment and Vocational Training (2004 to 2012 and Director of FCEE (2009 to 2021). He was resident and guest commentator on employment, training and macroeconomics, respectively for TVE Económico and from SIC Notícias.
